What is SAM?

If you are interested in working as a contractor for the government, there’s no way around it: You must complete a SAM registration. SAM is the US government’s System for Award Management. SAM.gov centralizes all business and agency information so that contracting officers can get the most accurate idea of what your business does, how they do it, and where they do it.

SAM is free to complete, but due to the complexity of the form and the possibility of punishment for inputting incorrect information, it is highly recommended to use a third-party registration firm such as US Federal Contractor Registration (USFCR). New SAM Registration Questions Attempt to Remedy Small Business Contract Spending Issue

Yes it is true.  The GSA has made more amendments to the System for Award Management (SAM) registration.  In what seems like a positive move for small businesses is currently only resulting in confused calls and uninformed contractors. SAM has been sending out emails to registered government contractors about 4 new questions incorporated into the SAM registration.  These four new questions were added on November 1st, 2014 to the Federal Acquisition Regulations in FAR Subpart 4.18 - Commercial and Government Entity Code (CAGE).  These new questions are without question an answer to the on-going small business contracts issue.  As stated presented by politicians, activists and movements like the Small Business League, small business contracts are still being awarded to large businesses and they are finding proof.

After US Federal Contractor Registration reported this past Friday that the federal government’s System for Award Management (SAM) database was down they are happy to report it is officially back up and operational.  Contractors that wish to win government contracts and receive grants from the federal government must be registered in SAM.  However, this past Friday an unexpected and unexplained 404 error left contracts confused and worried. US Federal Contractor Registration is reporting that System for Award Management or better known as SAM is currently down featuring a 404 error that states “webpage cannot be found”.  The Federal Government gave no notice to any currently registered government contractors about SAM being down any time soon for maintenance or urge matters.  Any and all businesses that are currently registered in SAM can call (877) 252-2700 Ext 1 to be further updated on the error as it unfolds.

System for Award Management Reps & Certs Violation Penalty

Can a business really be charged by the federal government if they fill out the Reps & Certs section of their System for Award Management (SAM) registration incorrectly?  The answer is unfortunately yes. According to the FAR Manuel and Cornell Law School any person who fails to file or amend a declaration required to be filed or amended under subsection (b) of this section shall be subject to a civil penalty of not less than $10,000 and not more than $100,000 for each such failure as stated in FAR 31 U.S.C. 1352-(C) (2) (A.  The failure will not go  unnoticed and will result in the penalty as stated.

GSA’s SAM Fixes Site Wide Domain Name and Reps & Certs Technical Issues

The GSA’s System for Award Management (SAM) was forced to fix some technical issues with their just over a year old government registration database. SAM is the required database that every contractor must be update in to receive federal contracts and awards. Problems that were corrected were issues with the numbers displayed in the PDF copy of a business’s Reps and Certs certification and users were unable to enter numbers in the domain name of the email address as posted in a release notice this past month. These issues have officially now been resolved and contractors are welcome to continue their online registration.

Government Contractors at Risk of Identity Theft Due to System for Award Management Security Breach

Possibly one the largest security breaches in the history of the United States government has just taken place. The System for Award Management (SAM) security breach puts hundreds of thousands of government registered businesses at risk of identity theft. SAM being the mega database of information contains confidential business information such as sole proprietors social security numbers, banking information, names and addresses. There is still no word out on the severity of this breach. It would be safe to assume that the General Services Administration (GSA) felt that this was extremely serious incident. It was so serious that it required an email to be sent to every government contractor registered to date on a Sunday.
