Emergency Readiness with VIPR: Equipment and Worker Support

Written by USFCR | Jan 11, 2024 9:20:57 PM

In the realm of Forest Service contracting, the Virtual Incident Procurement (VIPR) system stands out as a specialized program distinctively designed to support emergency workers, particularly in wildfire management. Unlike general emergency programs that aid the public during disasters, VIPR equips emergency responders with pre-approved equipment and services, ensuring rapid and effective response capabilities.

Consider a scenario where a wildfire engulfs a national forest. Emergency teams require specific, immediate resources. VIPR's pre-season contracts are pivotal here, offering pre-negotiated agreements for essential equipment like bulldozers, water tenders, and mobile sleeper units. Many of these contracts are exclusively for emergency response, facilitating swift, effective action during crises.

VIPR, primarily focused on emergency responders, also indirectly benefits the public in disaster situations. Beyond emergencies, VIPR includes contracts for non-emergency forest management and preparedness, offering a comprehensive approach to crisis response and forest care.

The Opportunities Within VIPR: Ideal Candidates and Popular Equipment

In 2023, the VIPR program invested an impressive $15 billion in contract awards, making it a significant player in the emergency response and forest management sectors. This allocation highlights the vast opportunities available for businesses specializing in these areas, marking VIPR as a key platform for securing valuable contracts in disaster management and response.

Ideal candidates for these lucrative VIPR contracts include:

VIPR FAQ's

What is the recent update about VIPR?
On December 21, 2022, Deputy Chief Jaelith Hall-Rivera issued a letter providing a temporary solution to access contracted resources for implementing prescribed fire. Read the full letter here.

Why was this update to VIPR necessary?
To support the Chief’s 10-year Wildfire Crisis Strategy and address recommendations from the National Prescribed Fire Program Review, additional capacity is needed to augment agency personnel in implementing prescribed fire projects.

What resources are available through VIPR?
All VIPR resources are available, including engines, water tenders, fuel tenders, heavy equipment, and logistical support.

Who is authorized to order VIPR resources?
Currently, US Forest Service organizations can order these resources. Processes are being developed for potential ordering by the Department of Interior and State agencies.

When should VIPR resources be ordered?
Order VIPR resources when no agency resources are available, standard processes for prescribed fire resource procurement are exhausted or fill a special need unavailable elsewhere.

Who is responsible for the payment of VIPR resources?
Funding depends on the location of the resource order. For orders outside the 21 Wildfire Crisis Landscapes, local/regional shorthand codes cover the costs. Within these landscapes, units should use their WCSL shorthand code.

Are there specific requirements when using VIPR equipment?
Yes, logistical and contract compliance resources are required for projects using VIPR equipment. It’s the ordering unit’s responsibility to create and submit invoice packages. See more details here.

How are VIPR resource rates determined?
Rates vary based on resource type and vendor. For more information on rates for commonly ordered resources for prescribed burning, click here.

When should VIPR resources be used over local contracts?
Use VIPR resources when local contracts are not established or unavailable. Local contracts may offer economical alternatives with familiar vendors but follow normal contracting practices.

What activities are appropriate for VIPR contract resources?
Contract resources can be used for prescribed burn unit preparation, ignition, holding, and contingency, but not for mechanical fuels projects unless directly supporting prescribed fire.

Can resources be moved between projects?
No, resources can only be moved within the same WCL project area. For a new project area, resources must be de-mobilized and a new request submitted.

How does the ordering process work?
Ordering follows the established process for wildland fire, with orders placed through IROC and filled by the host dispatch center.

What is the expected response time for VIPR resources?
Response time is similar to a wildland fire order, but delays may occur during the off-season. Dispatch centers may operate only during regular business hours.
