To support the Chief’s 10-year Wildfire Crisis Strategy and address recommendations from the National Prescribed Fire Program Review, additional capacity is needed to augment agency personnel in implementing prescribed fire projects.

What resources are available through VIPR?
All VIPR resources are available, including engines, water tenders, fuel tenders, heavy equipment, and logistical support.

Who is authorized to order VIPR resources?
Currently, US Forest Service organizations can order these resources. Processes are being developed for potential ordering by the Department of Interior and State agencies.

When should VIPR resources be ordered?
Order VIPR resources when no agency resources are available, standard processes for prescribed fire resource procurement are exhausted or fill a special need unavailable elsewhere.

Who is responsible for the payment of VIPR resources?
Funding depends on the location of the resource order. For orders outside the 21 Wildfire Crisis Landscapes, local/regional shorthand codes cover the costs. Within these landscapes, units should use their WCSL shorthand code.

Are there specific requirements when using VIPR equipment?

Contract resources can be used for prescribed burn unit preparation, ignition, holding, and contingency, but not for mechanical fuels projects unless directly supporting prescribed fire.

Can resources be moved between projects?
No, resources can only be moved within the same WCL project area. For a new project area, resources must be de-mobilized and a new request submitted.

How does the ordering process work?
Ordering follows the established process for wildland fire, with orders placed through IROC and filled by the host dispatch center.

What is the expected response time for VIPR resources?
Response time is similar to a wildland fire order, but delays may occur during the off-season. Dispatch centers may operate only during regular business hours.
