EPA Allocates $20 Million To Improve the Gulf of Mexico Watershed

The Environmental Protection Agency (EPA) is offering up to $20 million in funding to assist farmers actively working in the Gulf of Mexico watershed. This opportunity is open until January 28, 2025. The Farmer to Farmer 2024 BIL program will allow farmers to conduct projects that improve water quality, habitat, or resilience. Collaboration and outreach with farmers are required, and organization partnerships are encouraged.

Approximately 10 to 20 applicants will be awarded up to $2 million for their projects. No cost match is required. The project will have a duration of 3 years.

Nonprofit organizations, institutions of higher learning, and governmental entities (i.e. state and interstate agencies, Indian tribes, and local governments) are eligible to apply. For-profit organizations are not eligible for this funding opportunity. Nonprofit organizations engaging in lobbying activities are also ineligible to apply. 

Eligible Activities

Projects must align with the Clean Water Act 104(b)(3), which authorizes the award of grants to conduct and promote the coordination and acceleration of research, investigations, experiments, training, demonstrations, surveys, and studies relating to pollution. Furthermore, demonstration projects must involve new or experimental technologies, methods, or approaches, whereby the results of the project will be disseminated so that others can benefit from the knowledge gained.

Ineligible Activities

  • Projects that do not comply with Clean Water Act Section 104(b)(3).
  • Solely “gray infrastructure” projects (i.e. installation of sewer lines).
  • Construction activities that are not a part of a demonstration project. 
  • Projects that fall under the existing planning responsibilities of an individual state or local government (i.e. the development of TMDLs or MS4 permits).
  • Actions required to settle a formal enforcement action or included in a court order; or specified as a required mitigation measure under a state, local, or federal permit for a specific project.
  • Work involving only routine maintenance of stormwater infrastructure and other facilities.
  • Projects whose sole purpose is to improve federal lands.
