OASIS+ Explained- What Businesses Need to Know

GSA's OASIS+ contract program just got bigger. As of January 12, 2026, all six solicitations are open under continuous enrollment, and five new service domains have been added to the original eight. For professional services contractors, this is the clearest path into long-term federal work.

If you missed the earlier submission windows, the door is open again. And it's staying open.

What Changed with Phase II

Continuous open enrollment replaces limited windows. You can now submit proposals on a rolling basis rather than racing to meet a deadline. This gives you time to prepare properly and submit when your documentation is solid.

Five new domains bring the total to 13. The additions are Business Administration, Financial Services, Human Capital, Marketing and Public Relations, and Social Services. GSA identified these as areas with significant federal spend that weren't well-served by existing procurement vehicles.

Existing awardees can add domains. If you already hold an OASIS+ contract, you can compete for the new domains to expand your eligible work. GSA issued bilateral modifications in December 2025 that existing contractors must sign before adding domains.

The 13 OASIS+ Domains

Original eight domains:

  • Management and Advisory
  • Technical and Engineering
  • Intelligence Services
  • Research and Development
  • Logistics
  • Environmental
  • Facilities
  • Enterprise Solutions

New Phase II domains:

  • Business Administration
  • Financial Services
  • Human Capital
  • Marketing and Public Relations
  • Social Services

Each domain includes multiple NAICS codes and covers a functional grouping of related professional services. The expanded structure means more contractors can find a natural fit for their work.

Who Can Compete

OASIS+ is structured as six separate contracts based on business size and type:

  • Total Small Business (for any qualifying small business)
  • 8(a) (for certified 8(a) firms)
  • HUBZone (for certified HUBZone firms)
  • WOSB (for certified women-owned small businesses)
  • SDVOSB (for certified service-disabled veteran-owned small businesses)
  • Unrestricted (full and open competition)

If you held an original OASIS contract, there's no automatic transition. You must requalify under OASIS+ standards through the new submission process.

The Self-Scoring Evaluation Model

OASIS+ uses a documentation-heavy, self-scoring approach rather than traditional narrative proposals. You score yourself based on your qualifications, then submit documentation proving each claim.

GSA released draft scorecards for all 13 domains through the OASIS+ Interact platform in December 2025. Each domain has separate Unrestricted and Small Business qualification matrices, with 50 scoring credits available.

The practical impact: your proposal is only as strong as your documentation. Past performance records, certifications, and project evidence need to be organized and verifiable before you submit.

How to Prepare

Review the draft scorecards. Available through GSA's OASIS+ Interact community, these show exactly what qualifications earn points in each domain. Self-score your firm honestly before committing to a submission.

Verify SAM registration. An active, accurate SAM registration is required. Your NAICS codes, size status, and certifications must be current and match what you're claiming in your proposal.

Gather past performance documentation. OASIS+ weights relevant experience heavily. Collect contract numbers, points of contact, period of performance dates, and descriptions of work performed. If your firm is newer, subcontracting experience or commercial work may help bridge gaps.

Assess domain fit. Don't chase domains where you lack meaningful experience. Focus on the one or two where your qualifications are strongest and your documentation is solid.

Consider teaming. Joint ventures and mentor-protégé arrangements can help smaller firms meet qualification thresholds. If you're below the scoring credits needed for a domain on your own, teaming may be the path in.

Why OASIS+ Matters

OASIS+ is designated as a Best-in-Class contract, meaning agencies are encouraged to use it for complex professional services requirements. The contract structure offers:

  • 10-year ordering period (5-year base plus 5-year option)
  • No contract ceiling (unlimited task order value)
  • Unlimited awards (GSA continues adding qualified contractors)
  • Cross-agency access (any federal agency can issue task orders)

As legacy OASIS and OASIS Small Business contracts wind down, agencies are shifting requirements to OASIS+. Contractors without a position on this vehicle will find themselves excluded from a growing share of professional services opportunities.

Phase II solicitations opened January 12, 2026 and will remain continuously open. All proposals must be submitted through the OASIS+ Symphony Portal.

Monitor SAM.gov for official solicitation amendments and any cut-off dates GSA may announce for rolling admissions. Join the OASIS+ Interact Community for program updates and clarifications.
